How Extron NAV Pro AV over IP Systems Enable Centralized Visibility in Indonesia’s New Capital City

Otorita Ibu Kota Nusantara (OIKN) is the Indonesian government authority responsible for developing and administering Nusantara, the country’s new capital city. Reporting directly to the President, OIKN leads both the construction of the city and the transition of government operations into a new administrative center in East Kalimantan.

PT Intav Prima Solusindo served as the AV consultant and integrator for the installation. The project includes a Command Center, War Room, Boardroom, and Auditorium, each designed to support city management. The Command Center provides centralized visibility of city operations, including live monitoring of thousands of CCTV feeds and key data dashboards.

The installation provides a central platform for monitoring progress, managing resources, and presenting information to national leadership, stakeholders, and international visitors.

CHALLENGES

OIKN needed a command and control environment that could support both active city development and future government operations. The system had to bring together video surveillance, dashboards, and reporting tools into a single, clear operational view. At the same time, it had to remain simple enough for staff with little or no AV experience to use effectively.

The scale of monitoring added complexity. Operators needed to manage and display data from about 3,000 CCTV cameras along with multiple applications. This required a system that could organize large volumes of information and present it in a way that supports fast decisions and clear communication.

The physical environment also created challenges. The site is located several hours from Balikpapan Airport, with limited local infrastructure due to ongoing development. This restricted access to service and support, which made long-term system reliability a priority.

Operational demands further raised the bar. The Command Center had to run continuously, with no interruption, to support ongoing monitoring and reporting. At the same time, the system needed to be stable and easy to manage across multiple spaces, including the War Room, Boardroom, and Auditorium.

The project timeline added pressure. The full system had to be installed and operational in just 45 days. This required fast coordination, available equipment, and an integration approach that could deliver results without delays.

Budget constraints also influenced the design. The project brought together video, audio, control, and computing systems under a single budget. Each component had to meet performance requirements while staying within cost limits.

DESIGN SOLUTION

PT Intav Prima Solusindo developed a centralized AV system that connects the Command Center, War Room, Boardroom, and Auditorium into a unified operational platform. The system uses a network-based AV architecture to route multiple sources to displays and video walls across the facility. This approach allows operators to manage CCTV feeds, dashboards, and presentation sources from a single platform.

At the core of the system, Extron NAV Pro AV over IP provides signal transport across the network. Encoders and decoders move video between sources and displays, while the NAVigator system manager controls routing. Operators can send any input to any screen in real time, which supports active monitoring and rapid changes in display content. This matches the behavior of AV over IP systems used in similar environments, where multiple workstations and displays share content over a common network.

In the Command Center, the system integrates surveillance feeds, data dashboards, and computer sources into a unified display environment. A video wall processor combines these inputs and distributes them across the large-format display. This setup allows teams to view multiple sources at once and adjust layouts based on current priorities.

Audio systems use Extron ProDSP processors to manage microphones, program audio, and external inputs. The Extron XPA U 2004 FX four-channel, high-performance audio power amplifier provides consistent zone coverage across operator positions. This supports both daily monitoring and formal presentations without changes to the system.

Control is centralized through Extron IPCP Pro control processors. TouchLink Pro touchpanels provide operators with a clear interface to select sources, switch layouts, and manage room functions. The interface keeps operation simple, which is important for staff without AV experience.

The War Room and Meeting Room mirror the Command Center approach but with more of a focus on collaboration. In both rooms, an Extron UCS SW 313 Collaboration and Presentation Switcher supports the ultra-wide display and provides USB device connections and up to 60 watts of power to USB-C sources. Extron USB extenders connect cameras and conferencing systems used during active coordination. Extron Cable Cubby enclosures embedded in the tabletop provide a wide range of connectivity options.

The ShareLink Pro 2000 includes ConferenceShare technology for sharing video and audio captured by in-room USB devices with remote users during Teams or Zoom meetings. Like the Command Center, the War Room is equipped with Extron CA 83T Column Array Speakers for excellent speech intelligibility in this critical workspace.

Overall, the AV system connects all rooms into a unified platform. It supports continuous operation, flexible content routing, and consistent performance across each space.

RESULTS

The completed installation gives OIKN a centralized command environment that supports daily operations. The Command Center now acts as the primary hub for monitoring city development, infrastructure systems, and public safety activity in real time.

Operators can view and manage approximately 3,000 CCTV feeds alongside dashboards and reporting tools within a single platform. This has improved situational awareness and allows teams to respond quickly to changing conditions across the Nusantara region. The War Room strengthens coordination during high-priority situations. Staff can share and review live data from the Command Center and coordinate response efforts without delays.

System reliability has played a major role in daily performance. The AV infrastructure runs continuously, which allows OIKN to maintain uninterrupted monitoring and communication. This is especially important given the remote project location and limited access to on-site support.

Staff have found it very easy to manage sources, displays, and collaboration tools through the simple control interface. This has reduced training time and allows the teams to focus on their core responsibilities.

For PT Intav Prima Solusindo, the project confirms its ability to deliver large-scale government installations under tight timelines. The 45-day completion, combined with stable system performance, strengthens its position as an AV integrator for complex infrastructure projects. For OIKN, the system provides a single platform for managing resources and presenting information to national leadership and international partners.
